2009/2010 Center Avenue National Register/Local Historic District Survey
The first edition of Our Heritage, a newsletter for the Historic Center Avenue Area Neighborhoods, is attached here for your information and enjoyment. The primary purpose of the newsletter is to provide a communication tool for Bay City 's historic property owners and other interested citizens.
In 1982, 250 structures were approved to be listed on the National Register of Historic Places with the Center Avenue neighborhood. The City of Bay City in coordination with the Center Avenue Neighborhood Association is pursuing the expansion of properties listed on the National Register to benefit additional property owners in the neighborhood. The map of the proposed expansion is attached here. The benefits of the designation include:
- Becoming part of the National Register Archives, a public, searchable database that provides a wealth of research information.
- Encouraging preservation of historic resources by documenting a property’s historic significance.
- Providing opportunities for specific preservation incentives, such as:
- Federal preservation grants for planning and rehabilitation
- Federal investment tax credits
- Preservation easements to nonprofit organizations
- International Building Code fire and life safety code alternatives
Possible State tax benefit and grant opportunities.
- Involvement from the Advisory Council on Historic Preservation when a Federal agency project may affect historic property.
- Information on the care and maintenance of your historic property through various NPS Preservation Briefs and Tech Notes.
- Network with other historic property owners, tour historic areas, or chat with preservationists through Conferences, Workshops, and Preservation Organizations.
- The owner of a listed property can celebrate its listing by ordering a bronze plaque that distinguishes the property as listed in the National Register of Historic Places.

- The ARC is an official committee of Bay City Government made up of
citizen volunteers interested in and knowledgeable about architectural/historic
preservation and staffed by the Bay City Planning Office.
- All property owners whose property is located within an Overlay
District must receive approval from the ARC before making changes
to the exterior of their buildings.

- To determine whether your property is located in a Bay
City Historic Preservation Overlay District, look for your
property on one of these Overlay District Maps:
- If your property is located in an Overlay District, you are required
by law to receive approval from the Architectural Review Committee
before making any modifications to your building, including but not
limited to changing windows, roofing or siding; adding, enclosing
or removing porches; and other changes to structures or structural
